Vehicle License
Sales Tax:
The County Treasurer collects a sales or use tax on all vehicle purchases. Sales tax applies where the purchase of the vehicle occurred in Wyoming. Use tax applies when the purchase occurred outside of Wyoming and is for the use, storage, or consumption of the vehicle within Wyoming.
ATVs & Motorcycles
If you purchased an ATV or motorcycle from a Wyoming dealer, they may have collected the sales tax at the time of purchase. If you did not pay sales tax at the time of purchase, you must pay sales tax to the County Treasurer’s Office. If you also purchased a trailer from a Wyoming dealer and they did not collect sales tax for the trailer, you need to remit the payment to the County Treasurer’s Office.
Due Dates & Penalties
Sales or use tax is due prior to the first registration of a vehicle, but must be paid within 65 days from the date of purchase to avoid penalties and interest, regardless of the date the temporary dealer permit expires. That date will be extended to the next business day if the Treasurer’s Office is closed on the 65th day. If the tax is not paid on or before the 65th day, there will be a penalty of $25.00. If payment occurs on day 66 or thereafter, the penalty will be the greater of $25.00 or 10% of the tax due. Interest will also be charged at 1% per month or any fraction of a month beginning with day 66.
Payment Without a Title
Sales or use tax can be paid without registering the vehicle. This can be done without a Wyoming title but requires a dealer invoice, purchase order or notarized bill of sale specifying all of the following information:
- Year
- Make
- Vehicle Identification Number
- Date of Purchase
Gifts
If a newly acquired vehicle is a gift, proof that the giver paid sales or use tax is required. This can be in the form of a paid receipt or prior registration. Sales or use tax will be collected on the fair market value absent the required proof.
Sales & Use Tax Rate
The appropriate tax rate is determined by the tax rate in effect in the county of the purchaser’s principle residence or domicile on the date of sale, not the tax rate in the county where the tax is remitted. The current rate for Park County is 4%. For sales and use tax rates for all Wyoming counties, visit the Wyoming Department of Revenue.
What’s a Taxable Sales Price?
The taxable sales price is the price of the vehicle less the gross trade-in allowance (if any) and includes: Transportation costs, documentation fees, any vehicle additions, any added dealer profit.
And does not include:
Extended warranties, rebates assigned to dealer, gap insurance.
*Cash down payments are NOT subtracted from the taxable sales price.

State Fee Increase for Registrations
July 1, 2017
On July 1, 2017, the State Fee for each registration in the state will be increased depending on what is registered. We have provided a quick chart that shows the increased Fees below.

Commercial will increase 10%
New Wyoming Registrations
For new vehicle registrations, you will need:
- A copy of your Wyoming title; or the title number of your Wyoming title
- A copy of the dealer invoice if the car was purchased from a dealer
- A bill of sale if the car was purchased from a private individual
- A copy of your previous registration if the car was registered previously in another state or county
- Proof of insurance
- A copy of your current IRS Form 2290 if your vehicle is commercial and weighs 55,000 pounds or more
- If your vehicle is leased bring your lease agreement
- The proper paperwork to allow the up-front sales tax exemption if the vehicle is leased
Before Registering Your Vehicle
When a vehicle is purchased from a private party, a buyer has 45 days to drive on a notarized bill of sale or a notarized title as long as the vehicle is only operated in the State of Wyoming.
When a vehicle is purchased from a dealership, a buyer has 60 days to operate the vehicle before licensing is required. If the dealer does not provide a temporary, the bill of sale must be kept in the vehicle.
Registering in Wyoming from Out-of-State
If your vehicle is currently registered in another state, bring to the County Treasurer’s Office:
- Registration; or proof of ownership, from the other state
- Proof of Insurance
- VIN inspection
Renewing Your Vehicle Registration
For renewals of vehicle registrations, you will need:
- Registration renewal card or previous registration; if you have neither, jot down your license plate number and give that to us
- Proof of insurance
- A copy of your current IRS Form 2290 if your vehicle is a commercial vehicle weighing 55,000 pounds or more
- If you claim mileage on your commercial vehicle provide a current odometer reading
What’s a Factory Cost?
The factory cost is the MSRP (Manufacturer’s Suggested Retail Price or Sticker Price) of the make, model, and trim level of a vehicle when new. The Clerk’s Office determines the factory cost and places it on titles. It can be found on a Wyoming title, above the name on the left; or on a registration, in the middle on the left.

Commercial Registration:
A Commercial Vehicle is any vehicle or vehicle combination used, designed or maintained for transportation of persons for hire, compensation for profit, or used primarily for the transportation of property for gain, profit, and one or more of the following:
- A power unit having 2 axles or a gross vehicle weight over 26,000 pounds;
- A power unit having 3 or more axles regardless of weight;
- Is used in combination and the combination exceeds 26,000 pounds gross vehicle weight.
Commercial license plates are issued to vehicles meeting the above criteria.
Any commercial vehicle with a weight of 55,000 pounds or greater, must provide a stamped copy of the IRS Form 2290 at the time of renewal. For new purchases, Form 2290 must be provided within 120 days of licensing or the registration will be revoked and the license plates confiscated.
Expiration
Commercial vehicles are staggered like all other vehicle registrations. Therefore, the expiration month will be determined by the month of purchase.
Fees
Fees for commercial plates are broken into a County Fee and a State Fee. The County Fee is calculated in the same way as a regular registration. The State Fee is calculated depending on the gross vehicle weight of the vehicle or combination using a weight table.
Exemptions
There are several exemptions available for commercial registrations only. The exemptions allow the owner of the vehicle to only pay a percentage of the total state fee. Only one exemption can be applied to a registration:

Temporary Registration:
Temporary Registrations
The county treasurer is allowed to issue temporary registration on vehicles which are different than the temporaries that dealerships issue. To acquire a temporary registration you must first satisfy any sales tax due on the vehicle and the vehicle must be insured. You must also provide our office with evidence of a properly executed title or a notarized bill of sale displaying all of the following of information:
- The date the vehicle was purchased
- The party that purchased the vehicle
- The party that sold the vehicle
- The vehicle identification number (VIN)
- The vehicle make
- The vehicle year
Permit Length & Restrictions
County treasurers are allowed to sell a 30-, 60-, or 90-day temporary registration on new purchases. These registrations expire 30, 60, or 90 days from the purchase date of the vehicle, not the date the temporary was purchased.
Only one temporary registration may be issued to any vehicle in a 12-month period. Therefore, if any temporary is issued from the Treasurer’s Office, once it expires it cannot be extended, and you must purchase a regular vehicle registration.
Residents with vehicles with current or expired Wyoming registrations cannot obtain a temporary registration for their vehicles.
Fees & Expiration
Temporaries cost a portion of the normal annual licensing fees as follows:
- 30-day temporary registration: 10% of the yearly fee
- 60-day temporary registration: 20% of the yearly fee
- 90-day temporary registration: 30% of the yearly fee
If regular Wyoming license plates are purchased after the purchase of a temporary registration, they will expire a year from the temporary expiration date. For example, if you purchase a vehicle on April 10, and get a 30-day temporary tag, the temporary tag would expire on May 10. When you then purchase regular license plates, the plates will expire in May instead of April.
In-Transit Permit
An in-transit permit may be purchased for $20, which entitles a person who obtains a vehicle from any person, other than a licensed Wyoming vehicle dealer, to operate the vehicle on the highways of Wyoming without registration, only for the purpose of removing the vehicle from the state within a period of forty-eight (48) hours from the date of the permit. The applicant shall be required to provide any documentations necessary, including proof of insurance, to satisfy the county treasurer that the applicant has the lawful right to the vehicle. The one-time permit shall expire forty-eight (48) hours after issuance, or upon leaving the state. The “in transit” permit is designed to work for a person who may come in and acquire a vehicle that needs to transport to another state to register.
Worker Temporaries
A Worker Temporary Permit may be issued to a non-resident worker that presents:
- A current out of state registration and
- Certification of insurance
The permits are issued in 30, 60, 90, 120, 150, or 180 day varieties; $50 per month for each 30 day increment:

If you require a registration longer than 180 days, you must purchase a regular Wyoming registration and display Wyoming plates on your vehicle.
Multipurpose Vehicle or Off-Road Recreational Motorcycles (Dirt bike) Registration:
If a Multipurpose Vehicle or Dirt bike is operated on any county road, it must be registered with a license plate.
If a Multipurpose Vehicle or Dirt bike is operated just on trails, it must have an ORV sticker. An ORV sticker may be purchased at any local powersports dealership.
If a Multipurpose Vehicle or Dirt bike is operated on county roads and trails, it must have a license plate and an ORV sticker.
Requirements to Register an MPV or Dirt bike:
1. Wyoming title
2. Proof of insurance
3. Must meet the requirements on the MPV/ORV-MC Checklist below
Requirements for 30, 60 or 90 day temporary registration for an MPV or Dirt bike here ONLY temporarily in Wyoming:
- Copy of prior state registration or title
- Proof of insurance
- Must meet the requirements on the MPV/ORV-MC Checklist below
Dirt bike Registration:
Effective July 1, 2021, dirt bikes can be registered in Wyoming, and driven on public roadways, excluding the Interstate.
Definition of a dirt bike:
W.S. 31-1-101 (a)(vx)(K)(II): “Off-road recreational vehicle” means: Any motorcycle not required by law to be licensed that has an unladen weight of six hundred (600) pounds or less, is designed to be ridden off-road with the operator astride upon a sear or saddle and travels on two (2) tires.
If a dirt bike is operated on any county road, it must be registered with a license plate.
If a dirt bike is operated just on trails, it must have an ORV sticker. An ORV sticker may be purchased at any local powersports dealership.
If a dirt bike is operated on county roads and trails, it must have a license plate and an ORV sticker.
Equipment required to register and operate a dirt bike on public roadways:

Note – It is the responsibility of the operator to ensure the dirt bike has this equipment before registering and operating it on roads.
Dirt bike titles are obtained from the County Clerk, and registration is obtained from the County Treasurer. Applicants will be
required to complete the MPV/ORV-MC Checklist Form and submit it to the respective County Official.
Multipurpose
vehicle means a motor vehicle that is:
1. Designed to travel on at least 4 wheels in contact with the ground
2. Has an unladen (empty) weight of at least 300 pounds but less than 3,000 pounds
3. Has a permanent upright seat or saddle for the driver which is mounted at least
24 inches from the ground
4. Has an identifying number as defined by W.S. 31-1-101(a)(ix)
Off-Road Recreational Vehicle Motorcycle (Dirt bike) means:
- Designed to be ridden off road and travel on 2 tires
- Has an unladen weight of 600 pounds of less
- Has a seat or saddle
Multipurpose vehicles or Dirt bikes may be operated on public streets or highways, subject to the following provisions:
1.
Multipurpose vehicles or Dirt bikes shall not be operated on interstate
highways.
2.
If a multipurpose vehicle or Dirt bike is incapable of achieving the maximum speed allowed on the specific highway, it shall be operated on the extreme right hand edge of the roadway and shall be equipped with either a reflectorized flag or a slow moving vehicle emblem.

The County Treasurer’s Office does register the boat trailer and collects the sales tax on the boat if not paid at the time of purchase.
Mobile Machinery:
Mobile machinery is defined as heavy equipment, except shop or hand tools, which is self propelled, towed or hauled and used primarily in construction and maintenance of roads, bridges, ditches, buildings, or land reclamation.
Mobile Machinery Registration Requirements
If operating mobile machinery in Park County you must register your equipment with a mobile machinery sticker, purchased at the office of the County Treasurer. Wyoming contractors are required to list all such equipment upon the tax rolls, as well as an annual purchase of a mobile machinery sticker. Out of state contractors may obtain registration for any period of less than twelve (12) months. All machinery brought into the state must be registered. Exemptions apply only to demonstrate the operation of equipment to prospective buyers, not to exceed a period of seven (7) calendar days.
Personalized Prestige Plates:
The County Treasurer works with the Wyoming Department of Transportation (WYDOT) to issue the following personalized and special plates:

Personalized plates may be obtained for use on all regularly registered vehicles except:
- Vehicles obtained for sale or demonstration by licensed dealers
- Vehicles for which radio amateur plates are issued
- Apportioned vehicles
- Vehicles for which specialty plates are obtained.
Personalized prestige plates will be sent to the county treasurer of the county for which the plates are ordered. Upon payment of the regular registration fees, the county treasurer will issue the prestige plates in lieu of regular plates. If the vehicle has a current regular registration, the regular license plates must be surrendered to the county treasurer upon issuance of the prestige plates.
Prestige Plates Allowable Combinations:
- A maximum of 5 letters or combination of 5 letters, numbers, and spaces
- Only capital letters and Arabic numbers
- No symbols
- No combination with more than three (3) W’s or M’s (not allowed: WMWW)
- No combination of entirely numbers unless the first digit is a zero (0)
- No combination consisting entirely of numbers followed by a single alphabetic suffix (not allowed: 11A, 12B, 123C)
- No combination that spells, connotes, abbreviates, or otherwise stands for language that is obscene, vulgar, indecent, or pruriently suggestive
- No combination that duplicates a currently issued plate or conflicts with a series of letter and number combinations on a regular issue license plate.
Refunds:
No refund of the application fee will be given if the applicant marks the wrong vehicle type. If uncertain as to the correct type of plates to order, please contact your County Treasurer.

Military Information:
Veteran’s Exemption
The County Assessor’s Office administers a program by which an honorably discharged veteran may receive 3,000 valuation points per year to apply towards property taxes or license plates. If using the exemption on licensing; the 3,000 valuation points translates into $90.00 per year off one of your vehicle registrations. There are certain requirements to qualify for this exemption.

Disabled Veteran’s Exemption
There is also an exemption for people who are deemed as 50% or more disabled through the Veteran’s Administration. One set of license plates shall be issued to disabled veterans who provide an affidavit from the Veteran’s Administration stating they receive 50 percent or more service-connected disability compensation from the VA. Disabled veterans are exempt from registration fees for 1 vehicle, other than a bus or motor home.
If you qualify for a Disabled Veteran plate you may also qualify to choose one of the following types of plates:

- Standard Disabled Vet
- Prisoner of War
- National Guard (Army or Air)
- Pearl Harbor Survivor
- Purple Heart Recipient
- Military Plate (Army, Navy, Air Force, Coast Guard, Marine Corps or Merchant Marines)
- Gold Star
General Provisions
- The vehicle must be titled in the name of the applicant, or may be joint ownership with a member of the immediate family.
- All applications for special license plates shall be made directly to the County Treasurer at least 60 days before registration of the vehicle expires.
- All special license plates are issued once in an eight-year period and must be renewed annually not later than the last day of the annual registration month.
- Upon transfer of ownership of the vehicle to which the plates were issued, the registration expires and the plates must be removed.
- After acquiring another vehicle, application may be made to transfer the license registration number to the newly acquired vehicle.
To apply for a Disabled Veteran plate, please submit the following paperwork to the County Treasurer:
- Completed Plate Application for Disabled Veterans
- A current letter from the VA stating your percentage of disability
- A copy of your DD214 (if you are applying for a choice DV plate)
- Proof of residency (must be a Wyoming resident for at least 90 days)
- Please provide us with one of the following
- Wyoming drivers license
- Other vehicles registered in our county
- Proof of ownership of a house in Wyoming-NOT just vacant land
- A utility bill showing you have been here for at least 90 days
- Please provide us with one of the following
To renew your Disabled Veteran plate, please bring or mail a copy of a current DV letter from the VA stating your disability rating. If we have proof on file that you are permanently disabled, we do not need a letter.

Plate Application for Disabled Veteran
Lifetime Disabled Veteran’s Park Permit
Any resident disabled veteran who receives fifty percent (50%) or more service connected disability compensation from the United States department of veteran’s affairs may apply to the department for a lifetime permit authorizing the use of state parks, recreation areas, archeological sites and historic sites without payment of any daily use, overnight or other fee. Distribution of Funds:
The fees collected for license plate registration are distributed in the following manner:
- The county fee is distributed monthly to taxing entities in the same manner as all other property taxes. In other words, it is distributed in proportion to the county mill levy table.
- The state fee is remitted to the Wyoming Department of Transportation each month.
Motor Vehicle FAQ:
- When a title is being held by a bank or other financial institution and the title is not available at the time the vehicle is delivered. You must have a notarized bill of sale stating that the title is being held by the institution.
NOTE: If a vehicle dealer does not provide a notarized bill of sale to the transferee, they shall provide a dealer’s invoice in lieu of the bill of sale. - When a vehicle auctioneer transfers ownership of a vehicle in the course of his business as a vehicle auctioneer.
Under both circumstances, the transferee has 60 days to operate on a notarized bill of sale or dealer’s invoice. Reference W. S. 31-2-201(1) (ii).In both instances above, a title shall be delivered to the transferee within 30 days of the date of delivery of the vehicle. Reference W. S. 31-2-104(h).
