DEVELOPMENT OVERVIEW
BUILDING/ZONING PERMIT*
A Building/Zoning Permit is a non-discretionary administrative permit issued by the Planning and Zoning Department for uses and structures that are permitted by right by these regulations. The purpose of a Building/Zoning permit is to ensure that uses and construction conform to applicable zoning requirements.
A Building/Zoning Permit issued by the Planning and Zoning Department is required to:
A. Locate, erect, or construct any building or structure;
B. Enlarge the outside dimensions of any building or structure;
C. Reconstruct any building or structure within the designated floodplain
D. Change the use of any building or structure; or
E. Change the use or occupancy rating of a building so as to increase the building’s sewage design flow.
A Small Wastewater System Permit is an administrative permit issued by the Planning and Zoning Department for sewage disposal facilities.
A Small Wastewater System Permit issued by the Planning and Zoning Department is required to:
A. Locate, erect, or construct any building or structure;
B. Change the use or occupancy rating of building so as to increase the building’s sewage design flow.

Special Use Permit approval is required before commencing or establishing any use specified in Table 4-1 Schedule of Uses in the Park County, Wyoming, 2015 Development Standards and Regulations.
The Planning and Zoning Commission and the Board of County Commissioners shall approve a Special Use Permit only if it is found that:
A. Compatibility and Impacts: The use is in harmony and compatible with surrounding land uses and with the neighborhood and will not create a substantial adverse impact on adjacent properties;
B. Services and Infrastructure: Adequate services and infrastructure are available to serve the use, or the applicant has agreed to provide services and infrastructure in sufficient time to serve the proposed use.
C. Specific Criteria: The use complies with all specific criteria stated in these regulations for the use; and
D. Overlay Districts: The use complies with additional requirements of overlay districts, if applicable.
*NOTICE OF POTENTIAL FIRE PREVENTION REQUIREMENTS (updated 1/1/2023)
The Wyoming Department of Fire Prevention and Electrical Safety may require Plan Review according to Wyoming State Statute 35-9-108. A Plan Review is REQUIRED for all of the following (list subject to change – confirm with WDFPES):
Buildings intended for public access:
New Construction: Govt. owned/leased buildings, or over 5000 sq.ft. in area, or child care centers for more than 10 children, or multi-story buildings, or places of assembly regardless of size.
Additions to existing commercial buildings
Alterations and remodeling of commercial buildings with work area 400 square feet or greater
Change of cccupancy type or use in a commercial building
Fire Protection Systems (i.e. Fire Alarm, Fire Sprinkler, Fire Suppression);
New Systems
Additions to, or alterations of existing systems
Alternative Energy ( Solar, Residential Wind, Generator, Etc.)
Installations of Above Ground Storage Tanks or, Dispensing facilities for Flammable or Combustible Liquids
Type I Commercial Kitchen Exhaust Hood Installations
Spray Finish Applications
NOTE: On September 22, 2021 the State of Wyoming adopted the 2021 International Codes. The following codes apply: 2021 International Fire Code, 2021 International Building Code, 2021 International Fuel & Gas Code, 2021 International Mechanical Code, 2021 International Existing Building Code and the current edition of the National Electrical Code.
All new plan review submissions from October 1, 2021, and until further notice, must be compliant with the current edition of the ICC 2021 adopted state codes and referenced standards.
